Dr HP Vyas, Director, Solid State Physics Laboratory (sspl), Delhi, has been promoted to the rank of Sci H and Outstanding Scientist w.e.f. 19 August 2004. He obtained his ME from BITS, Pilani in 1971 and PhD in Electrical Engineering from RPI, Troy in 1979. Dr Vyas, after serving over 16 years in US Semiconductor Industry joined DRDO in January 1995.

In recognition of sspl team's outstanding research contribution under his leadership, he has been honoured with prestigious Path-Breaking Research Award for developing and establishing 12 GHz MMIC Technology in DRDO. He has been awARDEd for Semiconductor Technology work in India and US. Some of them are Outstanding Achievement Award for Development of 1 micron Bipolar Technology at Honeywell, USA; Divisional Technical Award at Honeywell, USA for Developing sub-micron CMOS Technology, Outstanding Team Work Award at VLSI Technology, USA for Different Aspects of CMOS VLSI Manufacturing. He has 30 publications to his credit.

Brig SS Dahiya, AVSM, VSM, Addl Director (P&C) R&D HQrs, has been promoted to the rank of Maj Gen w.e.f. 1 November 2004. An alumnus of the National Defence Academy, Kharakvasla, he was commissioned in the Corps of Signals and got conversion to the Corps of EME. He took part in the Indo-Pak War in 1971 in the Chicken-neck Sector in Jammu and has also had active service in the counterinsurgency operations (OP-Battle Axe) in Mizoram as well as OP-Savage on the Indo Nepal Border. On promotion, he will now be joining on deputation the National Technical Facilities Organisation under the National Security Council Secretariat.

He is one of the few officers to have been awARDEd the AVSM, as Colonel, as well as the VSM while handling a sensitive inter services desk in the Ministry of Defence DEALing with complex electronics/EW System and related inter services modernisation programme including establishment of the service satellite surveillance programme (DIPAC) and piloting the case for sanction/monitoring DRDOs EW projects viz, Sumyukta and Sangraha. His achievements include the hosting of the 3rd International Air Show (Aero India-98 ); and India's first Land and Naval System Exhibition (DEF-EXPO-2000).

General Dahiya has won the Lipton Cup for the Best International Entry at the International Regatta held at Hyderabad in 1980; and Vazir Sultan Tobacco Company Cup in 1980 at Bolarum, Secundrabad in 1980.
