DEBEL - Director's Profile


Shri Upendra Kumar Singh has assumed the charge of Director, Defence Bio-Engineering and Electro-medical Laboratory (DEBEL), Bengaluru, with effect from 1st Jan 2015.

Shri Singh obtained his M.Sc and M.Tech degree in computer Science from DAVV, Indore. Starting his career in ATV project in Ship building Centre (SBC), Visakhapatnam in Oct 1989, he moved to NSTL in 1992, where he worked for system simulation and embedded software development of on-board computer of light-weight and heavy weight torpedoes. He joined Programme AD at RCI, Hyderabad in Sept 2001.

Shri Singh has made vital contributions towards development of Real-Time embedded systems and integration of weapon systems elements for the Ballistic missile defence (BMD) programme. He spearheaded electrical integration, checkout, auto-launch and time synchronization of all on-board systems. He held different positions including project manager, change board manager, in-charge for HILS activities, weapon system-controller, deputy project director, and project director. As project director, programme AD (weapon systems), he was involved with design, development and productionization of critical avionics as well as ground systems elements of weapon systems. He was engaged in the development of real-time embedded systems of On-board computer, Missile Interface Unit, Integrated Avionics module, Embedded Launch-pad Computer and RF Data receiver. He steered the development of ka-band seeker and integration of all its elements like Antenna, DSP boards, power supply, control systems and modulator to bring it to a stage of successful HILS testing in receiver mode. He was instrumental in the development of Communication terminal, Data Link transmitter, Mission control unit and Launch Control Unit for multi-target multi-interceptor scenario for BMD defence.

During his 25 years of service so far Shri Upendra Kumar Singh has closely worked with Indian Industries, academia and foreign firms for the realization of Advanced Weapon Systems for the Services. As director, DEBEL, he will now be engaged in meeting critical requirements of the services in developing life-support systems and bio-medical devices and equipment.

He has published many papers in journals at National/International Conferences. He is a recipient of DRDO award for path breaking research / outstanding technology development and Laboratory scientist of the year Award (Lab level-DRDO Award). He is a life member of the Institution of Electronics and Telecommunications Engineers (IETE), Computer society of India (CSI) and Aeronautical society of India.

He is also the CEO of the Society for Biomedical Technology (SBMT).
