  1. The institution/organisation concerned will assess the categories and number of research fellows/associates with field of specialisation required for each project on individual basis. The appropriate specialists panel will examine this requirement keeping in view the nature of problems, competence levels. The recommendations of the panel will be put up to the appropriate sanctioning authority of the Board as per Para 6.1 (c) for approval of the financial grant for the staff.
  2. Once the research fellows/research associates have been sanctioned, the institution concerned will be responsible for recruitment of the same as per the normal recruitment procedures and rules of the institution. Such research fellows/associates shall not be employees of the Government. The additional manpower will be recruited only for the duration of the project I scheme and shall be governed by rules as applicable to them. DRDO holds no responsibility for employment/absorption after the termination of the project/ scheme.
  3. In case of any project personnel leaving the institution prior to the completion of work, it will be the responsibility of the head of the institution to see that continuity of work is maintained.
  4. The manpower recruited under the Grants-in-Aid Scheme are to be engaged full time for the project work only. They should not be engaged for routine lecture or demonstration work in the institutions in which the projects are based.
